The Ministry has made progress in achieving the indicated health goals including improving services to the people and we have just started on a programme to upgrade the physical infrastructure of the public health sector.I have visited a number of the facilities and have seen firsthand the conditions and had the opportunity to assess the quality of services. The Navy is looking to eliminate excess infrastructure as available funding for its installations has fallen short of its requirements. The department’s fiscal 2019 budget request includes $153 million to demolish excess infrastructure, Rear Admiral Brian Luther, deputy assistant secretary for budget, told reporters Monday. The request also contains a 12.7 percent capital investment in shipyard depot maintenance, which exceeds the 6 percent legislative requirement. That level of investment demonstrates the department’s commitment to capital investment at its shipyards, fleet readiness centers and Marine Corps depots, Luther said.“The department continues to take risks in funding installations but mitigates this risk by focusing investments on critical components that directly support warfighting operations and ensure the health and safety of sailors and Marines,” he said.The department’s $3.0 billion military construction request reflects a 48 percent increase and funds 33 projects for the Navy and 16 for the Marine Corps. “Nearly half are in direct support of the secretary of defense’s lines of effort to increase lethality with new platforms and strengthen alliances through the European Deterrence Initiative,” Luther said.The other projects are focused on enhancing readiness and warfighting capability. Chris Pavey/CNET To better protect kids, a school district in New York is going to give facial recognition a try. Next Monday, Lockport City School District will reportedly be the first US public school system to test a facial recognition program on students and staff. The district begins the “initial implementation phase” for the Aegis software suite, the Lockport Union-Sun and Journal reported Tuesday.Aegis’ applications include a facial recognition tool, Sentry, that alerts school officials if anyone from the local Sex Offenders Registry enters a school or if any suspended students, fired employees or known gang members enters a school, according to SN Technology, Aegis’ developer. The company also offers Protector, a shape recognition tool that recognizes the top 10 guns used in school shootings, and Mercury, a forensic search engine that can review unattended video. SN Technology confirmed all three applications would be deployed in the district. Superintendent Michelle Bradley and Robert LiPuma, director of assessment and technology, said in a statement that Lockport City School District is committed to protecting the safety of its students, staff and visitors. The statement said the district has already increased security measures in the past, like the “Raptor” ID System, which reviews the government-issued IDs presented by building visitors and alerts if they’re in the sex offender database. Aegis’ system won’t compile information on and track the movements of all District students, staff and visitors, the district’s statement said. Instead, the software is limited to identifying whether an individual whose photograph has been entered into the system database is on district property. The people in the database are those who aren’t allowed on the property. If one is identified by Aegis’ software, it will alert and at least two levels of identification by staff have to happen before action is taken before response can be fully taken. In the case of the system identifying a gun, it immediately alerts police. Police, stores and airports want to use facial recognition tech to help solve crimes, prevent shoplifting and make boarding flights more efficient. But activists see the tech casting a dark shadow over civil liberties. In May, San Francisco became the first US city to prohibit police from using the technology, and critics continue to press local governments to implement bans.The ACLU has also spoken out against Amazon’s sale of its Rekognition tech. The group says the identification software could turn the US into a surveillance state and invade people’s privacy. Embattled businessman Vijay Mallya’s Kingfisher Airlines assets worth Rs. 700 crore will be auctioned on Aug. 4. Some of the assets, which are up for sale, are the Kingfisher house in Mumbai, office furniture, Vijay Mallya’s personal jet, his bathrobe, his Kingfisher Villa in Goa and cars among other things. This is the second round of bidding held by lenders and tax authorities. Putting the above mentioned assets up for sale is a bid by the authorities to recover a part of the dues worth thousands of crores. The last time Mallya’s Kingfisher Airlines (KFA) assets were put up for sale, it found no takers.The long-grounded Kingfisher Airlines has a debt worth Rs. 9,000 crore and lenders and tax department officials wait for Mallya to return, who had jetted off to London in the first week of March.Reserve price of all the properties has been marked down by the officials since the earlier attempt of placing the assets under the hammer failed to attract bidders. A consortium of 17 banks, which is led by State Bank of India (SBI), has marked down the value of the KFA headquarters from Rs. 150 crore to Rs. 135 crore now.Banks will also auction Mallya’s Kingfisher Villa, which is situated in Candolim, North Goa. The authorities estimate the property to be valued at Rs. 90 crore. They took possession of Kingfisher Villa about three months ago after a year-long battle.Movable assets worth over Rs. 13.70 lakh, which are lying in the Kingfisher House, are also up for grabs. These will be auctioned separately on Aug. 25, PTI added. The items include are eight cars such as Toyota Innova, Honda Civic, Honda City and Toyota Corolla among other cars.In March, an attempt was made to sell the airlines’ Mumbai-based headquarters Kingfisher House, but that too had not found any takers, as realtors called its base price of Rs. 150 crore “highly priced.” In addition, the company’s logo and trademarks, including the popular “Fly the Good Times” were all up for grabs. The idea is that doing so will save the government a lot of money. In following the directive, however, it appears that managers at NASA have failed to ensure that cloud operations are undertaken with the knowledge and approval of the agencies top information officer. Worse, it appears that many of the cloud initiatives were undertaken without due consideration given to necessary security precautions that must be put in place when applications and data become accessible across the Internet.More specifically, the auditors found over a 100 NASA websites—both internal and external—had never been tested for security integrity. Incredibly, many of those same websites were found to have no security controls in place at all.Government agencies have two main options when moving applications to the cloud—set up facilities on their own or contract out. NASA, like most other federal agencies has chosen the latter. Unfortunately, the auditors found that officials at the agency in many cases failed to include security issues when writing contracts, which of course resulted in them not being put in place.Overall, the IG’s report has found that weaknesses in cloud applications have impeded the agency from reaping the benefits of cloud computing—namely reducing costs. And worse, the approach taken thus far has put NASA data at risk. Out of five contracts reviewed, the auditors found “none came close” to operating with industry standard security precautions.The auditors recommend that NASA set up an office dedicated to cloud computing and the security issues that must be put in place when such initiatives are undertaken.
